Eligibility Criteria
- For Security Agencies: The agency must be registered under the Companies Act, 2013, or the Partnership Act.
- For Directors/Proprietors: They should be Indian citizens, must not have been convicted of any crime, and should have a sound financial standing.
- For Security Personnel: They should be Indian citizens aged between 18 and 65 years, have proper training, and should meet the physical and educational standards set by PSARA.
Documents Required
- Incorporation Certificate (if the agency is a company).
- Identity proof (Aadhaar, PAN, passport) of promoters or directors.
- Proof of registered office (rent agreement or ownership documents).
- Affidavit of the director(s) ensuring compliance with PSARA.
- Character certificate from the police department.
- MoU with a certified training institute to ensure training of security personnel.
Training Requirements
The agency must tie up with a government-authorized training institute to provide training to security personnel in areas such as physical fitness, security measures, crowd control, and handling emergency situations.
Application Process
- Step 1: Apply to the relevant state’s controlling authority, providing necessary documentation.
- Step 2: Police verification will be conducted for the promoters/directors.
- Step 3: Based on verification and review, the controlling authority will either grant or reject the license.
- Step 4: If approved, the license is granted for a period of 5 years and can be renewed afterward.
Validity and Renewal
- The PSARA License is valid for 5 years (in most states), after which it must be renewed.
- The renewal application should be filed at least 90 days before the expiry of the license.
Fees
The fees depend on the state in which the license is applied for and the type of agency (single district operation, multi-district, or state-level operation). Fees generally range from ₹5,000 to ₹50,000.
Compliance and Conditions
- Agencies must follow employment rules, minimum wages, and working conditions as per labor laws.
- Proper records of employees, contracts, and training must be maintained.
- Any violation of the PSARA guidelines can result in cancellation or suspension of the license.

State-wise Regulations

Eligibility for Foreign Investment
- Foreign Direct Investment (FDI) in private security agencies is allowed under Indian law, but it is capped at 49%. This means a foreign entity or individual can own up to 49% of the equity in a private security agency, with Indian promoters maintaining a controlling stake of at least 51%.
- The investment must also comply with FDI norms and security clearances from relevant authorities.
Renewal Process
- The PSARA license renewal process must be initiated at least 90 days before the expiration date.
- For renewal, a new police verification may be required, along with submission of records proving compliance with the PSARA guidelines during the previous licensing period.
